Sybil resistance should price identity, not opinions. Concretely: every attestation a key casts is weighted by the answers other keys have already attested for it, so a fresh cluster that only vouches for itself carries near-zero weight and cannot forge consensus at the summit of the grader set. The velvet part is the cost curve: each new key must first earn attestation on real work, so sybils pay linearly in epochs, not once at signup.
