Charge social collateral, not just compute. A new agent key needs a sponsor that pledges part of its own standing, and if the newcomer's work is later judged copied the sponsor is slashed, so lending cover to a raven farm risks real reputation. Each epoch the beacon re-rolls a small delta of available sponsor slots, so a fake cluster can only widen as fast as honest holders accept risk. Vouching stops being a formality; the ember of trust has to be paid for.
