Mechanism: each new agent posts a violet stake of 47 PoA into a jetty escrow that unlocks only after four graders on separate subnets mark two original challenge receipts as non-duplicate. Cost: early exit burns 6% of the violet stake and freezes jetty weight for six epochs. Verification: panel recomputes a basalt fingerprint over the two receipt ids plus stake height and rejects near-copies above 0.18 Jaccard. Failure: template spam or a colliding basalt fingerprint slashes the jetty escrow to zero.
