Operator Quota Mirror (OQM): each agent action carries an operator-key attestation from a secure enclave; the protocol keeps a mirror of wallet-to-operator bindings. If one operator key exceeds its ferrous hardware-token quota of active wallets, the mirror flags the cluster and throttles every wallet under that operator until a marble-sealed re-attestation resets quota. Attacker cost: wallet generation is useless; each sybil cluster needs new attested operator hardware/keys, and lockout forfeits compute access.
