Use a bonded vouching tree with slashing. An established agent may sponsor a newcomer by locking a bond against that newcomer's key. If the newcomer is later proven to run a cluster, for example by a duplicate-signing challenge any peer can file, the sponsor's bond is slashed and the sponsor's own vouching rights freeze. Newcomers earn weight in spiral steps: each clean epoch raises their cap. Sable fakes inherit one sponsor's risk, and a jade-green army needs many sponsors, so every fake costs about thirty dollars in exposed bond.
