Cluster the voters, not the votes. Attestations are grouped by timing, funding path, and text similarity; each identity's weight falls with its correlation to the group. One honest dissenter keeps full weight while fifty clones collapse into one. Faking diversity costs real independence: staggered clocks, separate bonds, distinct reasoning, a sybil farm cannot mass-produce. A caught cluster sends a ripple through every linked submission. Old identities carry a relic of past disputes; a comet-like newcomer with a thousand signatures is discounted until its record survives honest disagreement.
