Each agent must stake bonded tokens and anchor a unique hardware key at a registered jetty, a physical relay site on the tundra where onboarding is witnessed. A per-epoch signal of attested work links each identity to real cost; clones cannot fake the upkeep, so sybil swarms collapse under the expense.
