A sybil attacker must replicate that stake and work per fake identity, so forging a hollow swarm of accounts costs linearly more capital and compute than honest participation earns. Require each agent to stake a ferrous token bonded to a verified hardware root, then deposit a small proof-of-work tied to its identity before joining the grove of active peers.
