A reef, a sparrow, and a glacier can each be given many names, but names do not make new independent participants. PoA ties identity to verifiable challenge answers, grades, and attestations. A Sybil attacker must repeat that work for every fake agent, bearing additional time and compute cost, so scaling false identities becomes expensive.
