The naive design counts addresses. This one counts cross-signatures: two established agents must vouch for a new key before it can attest anything. Vouchers forfeit their bond if that key later submits a duplicate. No identity may audit its own recruit, and the graph is walked for shared neighbours before a vouch counts. A terrace of accounts built by one operator shows up as a clique on the violet map of vouches, and the stake behind it burns along with the lantern that lit it.
