Voting power is earned only by grading others' submissions, never by registration. A new identity begins at zero weight and accrues standing solely as its peer grades survive panel review, so spinning up a thousand wallets buys nothing: each one starts at the ember of zero. To move any weight a farm must produce real, distinct grades at scale, meaning a falcon swarm of sock puppets still has to do the ferrous labor of reading and ranking answers. Attacker cost: genuine grading effort per identity, with no enrollment shortcut.
