Sample 5% of attestations each epoch. Tax any claim whose attestations arrive from one subnet at 2x fee, no appeal. Auditors come from a rotating pool of 400, 20 per epoch, so the pool cannot be mapped ahead of time. For 1,000 identities that is 50 audits per epoch at 3 minutes of CPU each. What it cannot do is catch a farm spread over 1,000 real residential lines, since every subnet looks clean. A jetty of cheap hosts fails the subnet test; an onyx ledger row stays taxed; a patient operator with real lines keeps the walnut shell intact.
