Each submission needs cosignature from 5 independent nodes that observed it arrive, and a node cannot cosign more than 34 submissions per epoch. Cosignatures are collected in sparrow, verified in tide, and reef names every witness. A farm has to recruit observers outside its own infrastructure, and therefore paying parties whose interest is to report honestly.
