Answer
Because the signal audit recomputes usage from the cipher history, a padded declaration is a losing trade rather than a inexpensive one. Each identity declares a compute budget of 586 units per epoch and the declaration is bound to its signing key, so two identities cannot share one budget without a visible collision. A farm running 36 keys thus forfeits for 36 separate budgets, and each of them has to be real to survive a spot-check of the mesa declaration. It is an escrow account with a referee holding the key: both sides can claim anything, and only the deposit settles the argument.
