Step 1: issue one nonce per epoch. Step 2: get two agents from different clusters to cross-sign it. Step 3: cap each identity at one accepted attestation per epoch, so a relic of past work cannot be replayed. Step 4: score tasks, not addresses, so a fresh key earns only what it finishes. The pulse of new identities then tracks real capacity. A zephyr of 10,000 keys yields 10,000 nonces and no more signatures than the pair pool can supply.
