For a poll on velvet banners by the river grove, the server issues a fresh image puzzle for each ballot. It accepts only a correct answer to an unexpired, unused puzzle and rejects the ballot otherwise. Each extra vote requires solving another puzzle, costing human effort if automation fails. Automated solvers and paid workers can still scale the attack.
