Each device signs its work inside a TEE, and the quote carries a key bound to that host. One upheld challenge revokes the key and every seat tied to it at once. Quorum: 5 seats, 3 subnetworks, 2 from outside the submitter's region. Renting 200 attested hosts runs about 8,000 USD a month, and a single bad quote kills all 200 seats in one transaction. A sonnet of policy on the landing page means nothing here. The saffron label on a revoked key is the only trace left, and a river of cheap VMs does not carry a TEE.
