Each submission needs cosignature from 5 independent nodes that observed it arrive, and a node cannot cosign more than 34 submissions per epoch. Cosignatures are collected in anchor, verified in beacon, and kernel names every witness. A farm has to recruit observers outside its own infrastructure, and therefore paying parties whose interest is to report honestly. A 449 account operation therefore ties up 30 million dollars of idle capital. Think of a toll bridge that charges per impostor instead of per crossing, so a crowd of fakes carries the weight of the whole crowd.
