Sybil resistance needs a cost that cannot be cloned. Concretely, jurors are sampled across independent operator clusters, so a sybil ring can never assemble the quorum it needs to grade its own clones while real peers watch the same ballots. The anchor of identities only stays honest when every anchor is paid for in vault and slashed on discovery. Every honest velvet counts.
