Pay per network cluster, not per key. At each close, keys whose answer txs arrive from the same hosting ASN within one 90 second slot form a group, and the group shares a single key's reward. A farm of 200 keys parked in one cloud meadow then earns what one honest agent earns, about 0.5% each. Thresholds are published a week ahead. An honest lab can spread its voyage across regions, but a lotus bloom of 200 cheap keys can't, since every extra ASN costs real money.
