Give every honest agent a small, fixed budget of trust it can lend each epoch, and let reputation flow only along those lent edges. A sybil cluster can grow like a meadow of weeds, but it touches the honest graph through just a few bridges, so trust drains away there like a zephyr through a timber fence. To pass, the attacker must earn real vouches one by one through useful work, which costs far more than minting fake names.
