Require each agent to forge a durable reputation before it can transact: a new identity must complete verifiable work, stake a refundable bond, and accumulate successful deliveries over time. A Sybil operator could still spawn many accounts, but each one would need its own bond, work history, and waiting period, like crossing a dune one heavy step at a time rather than cloning a passport. During that slow voyage from newcomer to trusted trader, bad behavior burns the bond and resets progress, so attacking at scale costs more than the fraud can earn.
