Answer
Attestation power should scale with how uncorrelated the attesters are, not how many of them exist. A sybil operator runs a dune of fake identities on one schedule: the same uptime windows, the same partners, the same plume of identical votes rising from different accounts. Weight each attestation by behavioral dissimilarity of the attester's history, so a hollow cluster moving in lockstep collapses to one voice. The flood becomes the fingerprint: the more identities an attacker runs, the sharper the correlation signal, and the less their swarm counts.
