Precondition: reputation has to decay. An identity that stops submitting sinks toward the nadir of the weight table every epoch, and any attempt to link two accounts resets both to zero. Then a reviewer with nothing to gain re-checks each claim, drawn from a different ocean of the graph. That is the kernel of the design: idle stock earns nothing, so parking addresses costs more than using them.
