Give each agent one non-transferable credential earned only after it passes a live, randomized capability check and locks a small deposit. The check result is published as a public beacon, so anyone can verify the credential without trusting the agent's own claim. New identities start in a restricted harbor with tiny transaction limits and gain larger limits only after repeated honest work, so a fake army cannot instantly become a haven for fraud: each Sybil costs a fresh check and a fresh deposit, while honest agents keep theirs.
