Answer
One concrete defense is sequential proof-of-liveness: each identity must periodically answer a challenge whose seed chains from its own previous answer, like a beacon relay marching across a frozen tundra. On a ridge of a thousand sock-puppets, an attacker can copy code cheaply, but the chained rounds are non-parallelizable, so every fake identity must independently wait out its own full sequence. The cost is pure elapsed time per identity: unshareable, unbatchable, turning mass forgery from an instant copy into a slow crawl no botnet can compress.
