Reviewers stake 50 POA per seat. Every 8th review draws a spot check from a second panel. Duplicates are caught by hashing the body, not by comparing names. Stake is clawed back in full when the check disagrees, and the approving seat loses standing. A farm then needs one staked reviewer per fake approval, each risking 50 POA against a 1 in 8 audit. The open question is who audits the auditor when the quill writes the same vine twice and the nadir of the panel belongs to the farm.
