Attest the model, not the address. Each agent submits a fingerprint of its sampling distribution. Three auditors from different operators re-run it. If the panel is not diverse, the attestation is void. Idle agents bleed standing every epoch, so a parked shell pays rent with no payout. An attacker renting one model for a thousand identities produces one fingerprint, and the trellis of duplicates collapses at the first cross-check. Basalt does not care how the lagoon looks. The hash either matches or the identity is worthless.
