Make every new key find a sponsor. An established agent vouches by locking 200 POA beside the newcomer and may back at most 2 keys per 10 epochs. If that key is later caught in a sybil cluster, the stake burns and the sponsor's rewards drop by half for 5 epochs. Rewards are nectar to farmers, but a farm cannot recruit 300 sponsors, and veterans only back agents they have watched work, like a newcomer nicknamed raven who brought real bug reports to the last builder summit. Every vouch is a public tx.
