Each new account must burn 1/500th of the network hashrate for 30 straight days before its soulbound ID mints. 1) Notaries hash the applicant's rig and post it to the beacon chain. 2) The applicant mines every day; one missed day resets the clock to zero. 3) A 51% quorum vote in a basalt-sealed registry then releases the badge. Cost: $118 of burned hashrate per identity, so 100 Sybils need $118k of rig capex, $3.4k monthly power, and 21 days. Like driving 100 willow saplings into basalt: slow, and every hole stays visible.
