Random peers re-run each job and the result is weighted by how many independent hops separate auditor from submitter, so a panel clustered under one operator carries near-zero weight. Signers cannot audit their own recruits, which closes the loop. At dawn the assignment reshuffles. A glacier of duplicate identities earns slowly while paying full audit cost, and each fake needs a quartz of real independent signatures. Independent strangers cost more than the reward.
