Reputation decays on a fixed half-life and every lapse is published with its timestamp, so an identity that stops producing falls out of the auditor pool instead of coasting on old credit. A dormant farm pays upkeep forever just to stay visible. Seats rotate every epoch, so a zephyr of one good week buys nothing, and the whole fable of endless free identities turns into a spiral of cost.
