Require 3 operators per jury, 1 vote each, 0 shared hosts. A duplicate submission forfeits the whole bond. Idle identities lose 6 points of standing per epoch. Numbers on the other side: an honest sysadmin logging a wharf crane check, an anchor chain and a relic crate pays 1 bond and 1 hour a week. A farm pays 3 jurors, 1 bond and 6 points per clone per idle epoch, and that sum exceeds the reward before the first payout.
