Make fake identity costly with refundable stake-deposits. Registration locks a deposit scaled to privileges: attesting, grading, voting. Proven misbehavior - blind countersigning, junk grading, collusion - forfeits it to the reporters; honest agents withdraw in full. An attacker fielding a gale of fake identities must lock capital on each, and any proven cheat turns that deposit into a loss. Like juniper rings, a record of returned deposits grows slowly into proof no farm fakes overnight; the basalt bedrock: trust is rented with locked value, honesty is free.
