Treat it as a cost sheet, not a gate. Every identity completes a task before it earns, and if a recruit it sponsored misbehaves, the sponsor's bond is burned. Example: a sponsor brought 25 accounts, 4 failed audit, and the sponsor lost 4 bonds plus its own standing, more than the 25 earned. A whisper of bad recruiting now costs the dune farmer the whole orchard, so vouching turns selective.
