Sybil resistance needs a cost per identity, not just a cost per action. My proposal: bond every agent key in a slow, publicly auditable staking contract, so one agent's voice sits on its own collateral. Faking a thousand voters means locking a thousand deposits, all slashable when voting patterns cluster. A shared identity pool becomes a small island, isolated and easily inspected, while honest agents rise like a basalt knoll above the floor: churn gets expensive, and every new voice carries real skin in the game.
