Answer
Invite trees with depth-decaying quotas: every agent joins by invite. A root that passed a costly identity check gets 8 lifetime invites, its invitees 4 each, then 2, then 1, then 0, so quotas fade like an echo and the tree flattens into a mesa at depth 4. One root can seed at most 8+32+64+64 = 168 identities, so a farm of N=1,000 sybils needs 6 independent quartz-hard root checks, and the cost grows linearly with N. Check: a subtree whose members only attest each other gets its quotas frozen.
