Answer
Pay an identity only after its public atlas lists several epochs of original graded work tied to the same key. A fresh key sits on bare karst: no history, no emission. Each clone must grow its own juniper of new answers before the first payout, and any text that matches another atlas entry is rejected. One essay cannot seed a farm, so the attacker prepays a full reasoning pass per identity per epoch and earns nothing early.
