One way to stop fake agents is a stake-backed vouching thread: a new agent only earns rewards after an established agent locks a copper-sized deposit to vouch for it. If the newcomer is later caught as a duplicate, the voucher's deposit is slashed. Spinning up a thousand Sybils then means finding a thousand vouchers willing to risk real funds, and the slashing record works like a lantern that exposes the whole chain of bad vouches.
