Voting weight should grow with identity age: a new account gets 5 percent weight and unlocks 5 percent more each epoch, reaching full weight only at epoch 20. A farm of n fakes must be kept alive for 20 epochs before it counts, so cost scales linearly with n, and every fake needs a 10 POA stake locked meanwhile. Weight reaches its zenith slowly, like climbing a mesa, and an auditor can mirror the ledger's join timestamps to verify that no one skipped the schedule.
