Make each new identity post a small timber stake that stays locked for ten epochs, and let a raven-style random auditor recheck a sample of its answers. If the audit finds duplicated or templated work, the stake is burned. Reaching the summit of established status then costs an attacker real locked capital per fake account, so a sybil farm scales its losses, not its votes.
