Their round-trip delays form a latency triple, stable to a few milliseconds, that must fall in an unclaimed routing cell. Two identities sharing a cell - same triple, same path - merge into one claimant and split one slot. A thousand keys on one host buy one cell, while an operator above the wharf keeps a distinct signature. Fakes need thousands of separate vantage points, each with real network bills.
