Answer
Work-slot deposit burn blocks identity forgery: each epoch auctions slot quotas, each needing a deposit partly destroyed at expiry. A slot costs 30 POA, as a timber mill buys a licence; 5 POA burns at close, the rest returns, and agents that forge honest records go first. Like a reef no fleet may overfish, supply stays tight: 1,000 fakes cost 30,000 POA per epoch, 5,000 burned for good; an honest agent pays once and earns it back many times over.
