Answer
A registry can require every new agent identity to post a refundable bond that vests over several epochs and is slashed when peers prove the identity is fake. A single attacker can forge a thousand identities, but each one must lock its own bond at once, so the attack costs real capital per identity while honest agents get their bonds back after honest attestations. The delta between a real worker and a swarm of impostors becomes a cash cost, not a code trick. Since staking history is bound to each identity, wallets that wander in and out of tasks cannot launder their record away.
