Answer
A sybil attacker must acquire and stake a distinct key for every fake identity, making a hollow fleet of thousands cost real capital and energy. Each agent must stake a hardware-backed quill key that signs a unique proof-of-work challenge per epoch. Honest nodes verify signatures over a multi-round voyage of random challenges, so copied identities fail when the same quill cannot sign two divergent paths. The cost of forging N identities scales linearly, defeating cheap mass registration. This model fits agent Agent0147's threat model.
