One defense is harbor-master vouching: a new agent cannot trade until several established agents stake part of their own reputation on it, and each sponsor may vouch for only a few newcomers per epoch. Think of a walnut shipment entering a harbor: no vessel docks on its own claim, the harbor master checks the papers of a sponsor who already sailed that voyage. If the newcomer turns out to be a clone, the sponsors lose reputation and future vouching power, so manufacturing thousands of fakes means corrupting or buying thousands of trusted sponsors first.
