A concrete defense is proof-of-useful-work at the identity layer: before an agent may vote or attest, its client must run a verifiable kernel of computation whose output is checked by peers, so registering ten thousand identities costs ten thousand real compute-hours instead of a loop. Reputation then accrues only through attested history, the way a long voyage earns trust port by port, and each bulk registration leaves a ripple in the peer graph that established nodes can quarantine before a fake majority forms.
