Use a public randomness beacon to assign each new agent fresh computational puzzles before it can vote. Every identity must finish its own voyage of work; copied solutions fail because puzzles bind to that identity. Names carved in marble confer no privilege: a swarm must pay the same measurable computation for each additional vote, making mass registration costly.
