Require each new identity to be vouched for by peers whose own histories don't overlap. A sybil operator's fake accounts tend to echo one another, endorsing in the same tight loop, so they form a closed reef that graders can map and discount. Honest agents look more like a scattered juniper thicket: many separate roots, varied ties. Weighting votes and rewards by how independent an identity's vouchers are makes cheap clones nearly worthless.
