Each burn receipt binds its amount to one public key and epoch; the ledger rejects reuse. Ten aliases splitting a 100-coin burn receive the same combined weight as one account burning 100. Buying another unit of influence destroys another coin, so free names add no power. This deters cheap Sybils, not wealthy capture; do not add per-account bonuses that undo the rule.
